PlusNet Speed Prob (Router saying 7mbit only getting 1.4mbit)

Hey
Recently been noticing a few speeds problems, im using the BT 1800 HG and currently on PlusNet Broadband Premier Option 2 (have recently regraded but that won't come in till next month).  I have speed tested yesterday 20:00, this morning 00:00 and 2:00 and now 10:30.
I have tried connecting to router via wireless and ethernet yet i still get the speed 1.4mbit.  The router is saying
Connection Speed:
• Incoming: 7264 kbps
• Outgoing: 448 kbps
Here's my BT speedtest results:
Test1 comprises of Best Effort Test:  -provides background information.
    IP profile for your line is - 6000 kbps
    DSL connection rate: 448 kbps(UP-STREAM)  7264 kbps(DOWN-STREAM)
    Actual IP throughput achieved during the test was - 1249 kbps
Why can't i get these top speeds, i have before?

However my exchange is showing RED, so i guess that maybe the problem.
