Why is this set so low when my router is connecting at 4032kbps

The information at that link should be matching the IP Profile shown on a BT Speedtest.
The reason it's so low is likely to be that your modem/router had a low sync to the exchange, as long as your router keeps connecting at 4032 this will improve to around 3500 within 72 hours.
