High IP profile, low download speed?

I had my fibre broadband connected today. The engineer said my line is syncing at 39,999kbps 
My IP profile on BT Speedtest is 38717 Kbps, but I am only getting a download speed of 7110 Kbps (it says "the acceptable range of speeds is 12000-38717 Kbps").
Is this a fault somewhere or will it improve?
Also, where does the Netgear router display information such as SNR etc.?
