Changed from BBYW upto 8Mb to Extra upto 20Mb but no speed change.

Should I at least be seeing a slight increase in speed on this new package?  Plusnet tells me that I should be able to receive upto 13Mb, yet all my numbers are still the same as they were on the old package. 
Stable rate is unchanged at 6500

not sure on that router, looks like you are on plain ADSL 
ithe DSL connection for ADSL2 is something like G.992.5 annex A
I dont think your one is even ADSL
The PN staff can get you switched over possibly tomorrow

It's a Linksys WAG160N which is fully ADSL2+ compliant.

Fully complies to ANSI T1.413 issue 2, ITU-T G.992.1(G.dmt) and G. 992.2(G.lite) ADSL standard, so your line is G 992.1 which is the up to 8 M

My exchange is 'Stoke City' (WMCIT) which is fully ADSL2+ ready and only 849m away.
Is there some switch that Plusnet have to flick to get me on the upto 20Mb product?  They say I should be getting around 13Mb on that.

As above. your 'DSL Type' of G-DMT = G992.1 or ADSL. It sounds as though you want to switch to G992.5 which is ADSL2+.
I've just gone the other way, from ADSL2+ to ADSL and it took 1 week for the change to implement for reference. I believe it was the 'Provisioning' team that sorted it for me.

Given the DS noise margin of 8.4 you are not going to see much of an increase going to ADSL2. If you are unlucky, you may actually see a decrease if the line is bad due to ADSL2 using additional frequency ranges which are more affected by a bad line than ADSL is.
Also you have to ask to be moved to ADSL2, it is not automatic. Have you raised a ticker to ask?

their stats say router synch 7616, should get a nice increase on that

If that's the case, then why did your website tell me that I will receive an increase to about 13Mb from my usual 6Mb if I changed package?

I thought something like that myself, but I'm not up to speed (no pun intended) on how all this malarkey works.  I know I haven't changed anything on this end, well, bar re-booting the router sometime yesterday afternoon.
I guess I'll give it a few days and see what happens.

and the training time is ten days, with the router left on, a soft reboot in the daytime  morning is said to help
