Down from 45mb to 2mb download speed, upload speed is fine.

I'm afraid the BT speedtester is lying. Seriously it shows everyone's upstream profile as 20Mbps on FTTC.(for the 80/20 product).
The reason your download speed has improved is because you've hopped onto a gateway not currently displaying the network problems.
