198.18.1.x address problems

@Mods - please move this if you think there is a more appropriate place.
Anyone any clues on the following please...?
Multiple devices attached to same router.  All work fine aside from new Wim8.1 laptop (W8L) which has started giving problems.
W8L cannot presently connect to websites.  DNS resolution is fine - nslookup using local DNS / PlusNet DNS / Google DNS all return correct IP address for the requested domain.  Ping to domain targets 198.18.1.x where x appears to increment for each attempted target.
All suggestion welcome please...

I assume that you are connecting wireless - have you checked by cable
I did wonder about moving this to Windows but let us see how it goes

Jim,
Correct - Win7 (the one posting here) and the Win8 laptops are sat next to each other connected by WiFi.
Just been reviewing other threads on this subject all seem to reference DNS issues... which does not appear to be in play here.
@Purleigh - yes - basics covered Wink - and can access the web service on this lappy BY NAME.

If you do something internet related which isn't web browsing, such as collecting email, or ftp to your website, does that work ?
Does your W8L firewall logs give any clue ?

Is there anything strange in "ipconfig /all" ?
As a test have you tried disabling windows 8.1 firewall and/or any other security/av software ?

Turning off the McAfee firewall makes no difference.  Note that the trial version of this has expired... but I cannot update it as I cannot access the internet.

Have you tried manually setting your DNS servers as 8.8.8.8 on your local PC ?
It does sound very much like an internal DNS loop where you try to access a site, your AV or firewall intercepts the request then spits back a valid IP or denies it if there are issues.

Do you use any IPv6 internet connection - perhaps the Plusnet trial, or a 6in4 tunnel ?
Do you use any networked proxy server ?
Does W8 have a "Repair Connection" button (like Win-XP had), if so might be worth trying ?

How darned strange - this appears to "avoid" the issue***, so I now need to understand what is happening and why.
Having changed the DNS to 8.8.8.8 I get the nslookup serviced correctly as before, but now ping URL resolves to the correct address.  It is nearly as though nslookup and ping / tracert / browser are using a different resources to resolve the address.
TG582n (firmware 10.2.2.B) has been xDSL connected for 152 days, PPP for 82 days - might this be a memory (leak) issue?
Multiple other devices in the house hold are all working fine (Win7 / Vista / iPhones / iPads / iPlayer on PVR) - only yhe Win8.1 platform is playing up.  Any right now I can go and get the AV / Firewall updated.

Any suggestions on how to determine what is happening here will be most welcome.

***Edit: Just thought (having put this back to default settings and it remains fixed) there is every chance that the initial configuration change rebooted the IP stack which is the actual fix here.  That said the PC has had a couple of restarts over the last 48 hours whilst I have been looking at the problem.

If it happens again, run CMD under Admin mode and type ipconfig /flushdns - see if that helps

Though next time I'll do a "ipconfig /displaydns"first to see if it gives any clues.
I rather thought I knew my way around this space - this is the strangest issue I've had in a long while.  I have seen these "odd" resolutions before, however they were consistent for nslookup and ping etc.
