Data rates through wireless are rubbish

I have a wireless connection from a Dell laptop to a Netgear router + wireless (DG824M). Surfing the web is almost acceptable but downloads are really slow. I can't figure out what is going wrong because according to the laptop it is an 802.11b connection with 11 MB/second capability but I am only getting 16-20 KB. I have tried having the laptop closer to the antenna but it makes no difference,

I also get this weird thing where I log into plusnet to do the bandwidth test and it makes me log in again when I click the button to do the test and then it hangs. Why should this be different going through the wireless connection rather than the wired connection.

Data rates through wireless are rubbish

When I look that the indictator on the laptop it looks like it is really strong (5 bars) and I get the same performance if the laptio is right next to the router antenna. Sad
