OK my mate called this morning with an issue on his w10 lappy.
He starts explorer using the quick start icon and it takes ~2min to load.
He double clicks on a doc shortcut and it loads immediately.
No network mounted volumes so not that.
Win+E takes same time.
Google on it shows no real answers, I left it doing a sfc check.
Any ideas guys? My knowledge of M$ stops at XP.

A friend of mine had a similar problem after upgrading. I think IE has problems on some upgrades.
As a quick fix I got her to try the Edge browser as an alternative. That was quick to start up. It was also easy to transfer all her shortcuts. She was happy. I have never found the time to investigate further.
Try Edge as an alternative.
You might also try clearing the IE cache
Update - Sorry misunderstood the Explorer in question - I would still try clearing any recent files cache.

I think he is using edge, but it is FILE explorer not Internet Explorer.
Browser is fine web pages opening OK. (Bar the fact Bing is carp)

I don't but it is his default search !
First I noticed when I searched was all the rubbish it came up with.
I have tried to train him with firefox + adblock + google but he keeps going back to ie.

Use DuckDuckGo in place of Google.
