if you google txt to xml converter you get loads. It depends how the file is delimited, can you programe a bit as there is lots of source code you can save and use. The problem with most progs is you arnt in control of how it name things.
Unless its a very big list its just as easy to do it your self you could read all the data into Excel and then create the fields for the first few rows then highlight it and copy past all the rest in one go easy
