Mathematically
n=LogBA
In Excel the function LOG takes parameters Number and Base so =LOG(Cell 'A', Cell 'B') should work

try:
=log10(A)/log10(B)
or
=ln(A)/ln(B)
(the answer is the same ~ 7.0958 for the given A and B !!!!)
