On XP you can create a command file containing the single line
shutdown
and then run that using Scheduled tasks. Does that work on Vista?

You could do a search for PSTools, written by a chap called Mark Russinovich.
He now works for Microsoft, and his utilities are hosted by them now, rather than his old company Sysinternals (which M$ bought off him for a large wedge of cash) so you'll find it fairly easily.
On of the command line tools allows you to easily schedule shutdowns, restarts, locks, logoffs etc.
It its just the one machine though, its probably easier to use scheduled tasks as Jelv suggests.

I've been having a play...
it's as simple as this. - Add a new scheduled task (Although the vista version of scheduled tasks does look a darned sight more comprehensive than the old win98 type!)
shutdown /s is the command line you need, however, after doing some research, it seems that vista users were experiencing problems with it executing correctly.
Here's the research material for your perusal...

Let us know how you get on.
best regards,
Roger.
