odd problem with Outlook 2003

I used to get this problem running Outlook 2003 on my XP machine but I have now gone to Vista (new machine, clean build) and i still get it.
When I open Outlook 2003 the shortcuts pane looks OK but some time later the links get truncated as shown in the before picture and this can only be fixed by restarting Outlook when it goes back to the correct view as shown.
Any suggestions as to what could be causing this.

I found one possible cause here.
I use Outlook 2003 but as an Exchange client so your situation may be different.
Edit: In case the link doesn't work it referred to themes and suggested a change back to default desktop theme.

Next time it happens I will try going back to Vista basic from aero and see if it fixes it.
I am aware of similar problems when using Windows Classic under XP so it may be a reason
