When I startup my computer a small widow appears saying File Error Cannot Find Set Up
Upx.DLL and it is followed by another window which says Application Error PTSNOOP caused a general protectin fault in modul.It as had no effect on the running of my pc but it might have a effect on startup.

I did a google and it appears to be a a file related to a PCtel modem if you are on broadband and do not use your old modem it should be safe to uninstall anything related to it. Is there anything in your startup for example.

Can I delete then delete PTSNOOP and stop it appearing on startup.

If you do not use your old modem for anything, for example to use it as a fax machine on your computer then I would uninstall it and remove it from you computer completely, thats if it's an internal PCI modem. If the uninstall does not remove PTSNOOP then yes delete it from the startup it shoudn't cause you any problems.
