So you have deleted your hist temp cookies etc etc........so you think
try this and dont faint start>run>cmd>ipconfig/flushdns

I was first shown that by a techie at work as I was having trouble connecting to the internet, I only thought it was removing my asigned IP address so when I try to reconnect I get assigned a new IP address, nice to know it was clearing the clutter as well

What's supposed to happen then? What happens if you then use ipconfig /displaydns?

hardly seems a security tip, all that command does is flush the cached DNS entries (and forces them to be looked up again)
the only time you'd normally use this is if your having an issue getting to some websites/services
or am i missing the point?
