android phone - any app to adjust system screen and power settings?

I think the subject sums it up really... anyone know of an app that can do it?

What do you want to control exactly?
The screen settings are pretty complete, you can adjust the on time, brightness etc all from the settings app.
The power settings are more difficult, do you want more usage or what? Try This to manage running apps.
