You haven't given the option on shutdown which I use particularly when in a remote desktop session when the normal shutdown dialog is not there on the Start menu: shutdown -r which restarts the PC.

@jelv, but others may be interested - you can send a ctrl-alt-delete signal to your remote desktop by hitting ctrl-alt-end. Just another way to get the shutdown/reboot option (and others, should you need them).

The telnet one is being versioned out.  Under Windows 7 (and I think Vista but can't remember off the top of my head) telnet isn't installed by default, you have to install it yourself (which would mean you know what you're doing with it if you do :D)  I use putty instead though (supports ssh).
