Probably happened when you re-installed Avast, I guess Avast uses them to create its bootable rescue disk.

Windows PE might be a similar thing to BartPE - a kind of windows system that isn't windows but will suffice in an emergency to get the job done as it were.
I never touched BartPE myself but it did look interesting.
