Did I read somewhere or is it my imagination that PlusNet customers can access BT hotspots free?

You imagined it.
If you buy your own Fonera router and let others use your bandwidth then you can, but as an independent customer of Fon and then its only the BT-Wifi-Fon hotspots you can use.
