West Sussex Library Website

I use Firefox (fully up to date) to access the West Sussex Website in general
and the Horsham library in particular. About a week ago, a large black box appeared
in the centre of the webpage in Firefox.
I contacted West Sussex and after much passing around, they suggested  I use Internet
Explorer - I did & the box vanished.
West Sussex tell me the box is a floating header - whatever that is - and I have to use Internet Explorer
to access their website & library.
Is this normal?

nope and I get it as well but if you wait long enough it goes to the bottom
the problem is that is waiting for an update from arena.westsussex.gov.uk which is horribly slow

Not that the local government is supporting any particular private enterprise over another you understand..

Feel lucky to still have a library - it's probably not going to be for much longer...
