A standard user can't disable / enable it without an administrative password.

They are unlikely to see anyone type the password through the haze of black nail varnish.

I would imagine you can disable the camera in the BIOS. I have seen the option on a few laptops.

Yeah, I mean, camera's are really dangerous if not disabled.
Personally I prefer the education option, rather than the cotton wool and hope nobody else ever peels back the cotton wool approach.
YMMV

I think some of these Linux users see a problem with Bill having their home under surveillance 24/7 from their webcams. I mean he is really sneaky, those laptop lid cams don’t even light up to let you know he is watching you, well there is a little light, but when they install windows at the factory Bill gets them to paint over it with black nail varnish.

A lot of PC's are infected with the Windows virus which comes in a variety of forms - Windows.XP, Windows.3.1, Windows version 7 etc
It's very pervasive.

Are there inbuilt programs in XP/Vista that can display what the webcam is viewing ?
I've never had need for a webcam

I believe that programs such as Messenger could do this.
Actually, the point is that I don't want my kids wasting many hours gossiping on chat lines.
The text version is bad enough!
