Vista and the C:\Windows\winsxs\ManifestCache folder & wasted HDD space

I still have vista on a laptop which was running out of space on C:  Found that  C:\Windows\winsxs\ManifestCache folder had a 7 gig file which after a google was safe to remove.  But the guide on How to remove it is wrong, with a simple copy paste typo that stopped it working.
The problem part is

Suppose to be 2 separate commands and the order is wrong, should be cacls %windir%\winsxs\ManifestCache\* /GRANT administrators:F and then Del /q %windir%\winsxs\ManifestCache\* or just via explorer.
So now I can defrag C: again, 7gig of wasted space from a 40 gig partion hurt.
