User Accounts Waste Basket

When a user account is set up, does emptying the waste basket have the same effect
as in the administrator's use - if items in the waste basket are deleted in the user account
can they be recovered?

I think the modern parlance is 'Recycle Bin'.  Objects in the Recycle Bin cam be recovered but once the Bin is emptied (or the object deleted from the Bin) then you have to try your luck with special recovery software.  Each account on the computer gets its own Recycle Bin but they all behave in the same way.
