Unattended XP Installation: change currency?

As it's a HKCU change, the next problem is how to make all users inherit this change.  I have updated HKEY_USERS\Control Panel\International\sCurrency in the build process with the intention that new users will inherit the default user profile, but it doesn't work. 
Prefer not to use logon scripts if poss.
How can I apply this HKCU change to all users please?

The 'default user' profile is only used the first time that a user account is created, so it looks as if you are left with either scripts (which you don't want to use) or group policies.
I use GP for a number of registry changes (notably the idiotic jpeg/roaming profile problems with photo editor on Win2k/XP) and it works without fuss or drama.
Is this an option for you?
