Take one webcam...
Take one Netbook running Ubuntu Karmic Netbook Release (I assume... it was Juanty UNR).
Take one Desktop running Ubuntu Karmic (which was Jaunty, too).
Take one Desktop running Windows 7
Take one Laptop running Windows 7
Take one Laptop running Windows XP.
Plug camera in to XP machine - works fine. Plug it in to both Windows 7 machines, works fine.
Plug it in to the netbook running Ubuntu - and it works fine and 'Cheese' can see it.
Plug it in to the desktop running Ubuntu - and Cheese can't see it at all...
Why does Linux always make things more complicated... and now I need to try and find what I need to install to make the blasted camera work!

Install hardinfo.

harinfo installed... but preusmably i need to install it on both and compare the differences?

Try running "dmesg|tail" (in a terminal) on both machines when you plug in the webcam. This will tell you what driver it is loading on the working machine and what you need on the other one,
