The vast majority of apps in the play store are by third party devs, so Google are hardly going to stop supporting them.
I suspect the article was probably something to do with 'side loading' (i.e manually installing apps 'acquired' from somewhere other than the Play store)

The US version and the service they offer in the UK are rather different.
So unless you've used one of the 'workarounds' to get the US version...

In this case 3rd party apps are apps that add to Google's sevices. Like gmail etc, and add an extra function that is not there as standard.
So if I have an app that lets me use gmail as a drive/file store then that is a 3rd party app, so if Google change the API's that control gmail the app is not certain to keep working unless the author updates it.
