Streaming/Chromecast oddity

I was viewing a Hill St Blues episode from All4 On Demand via my PC, casting it to the TV.  I realised I had recently seen the episode and selected "stop casting" on the PC.  The stream to the TV carried on!  I closed down the browser - no change.  I powered the PC off - the stream continued unabated.
Somehow the stream was coming from an external site through the router (Technicolor) and directly to the TV.  The only way to stop is was an internet disconnect/reconnect in the router.
Is this a fault in the router or a glitch in the way All4 streaming works?

That's how Chromecast works.
It streams directly from the internet and the 'device' just acts as a remote (unless you're screen mirroring/Chrome tab casting) a bit odd you lost control of the Chromecast though, you should of been able to pause/stop the stream and disconnected from the CC from the Cast icon
