Does anyone know of any Windows (8.1) software that will allow me record the screen. This is not for gaming, nor clandestine operations but simply to allow me to record what a user is doing on their desktop. I'm not bothered either if it's commercial, but it must support multiple monitors.

I use Camstudio but I'm not sure about multi monitors.

If you have a fairly advanced non-laptop NVidia graphics card then ShadowPlay is what you need (part of the driver install).
We have had a lot of success with FRAPS over time ~ but it is not free. http://www.fraps.com/
Ditto Bandicam
CamStudio is a free one that sometimes works quite well. http://sourceforge.net/projects/camstudio/files/latest/download Much trickier to use. Also be very careful not to install rubbish side programs while installing it.

Depends what you need it for, but we use "Problem Steps Recorder" (built into Windows from Vista onwards I think) to take screenshots whenever an action is performed. It's quite useful for reporting issues, but probably not for continuous "monitoring" style recording

Never heard of that TBH.
I need the screen recording to catch a very, very elusive bug and from what the user tells me recording the screen is the only way to 'see it in action'.

Probably not useful for your scenario then. This is more for recording specific steps.

I used to have a problem with a mouse lead that had come loose that would periodically cause the mouse to bounce up and down or the screen to flicker crazily, it would happen at random times and occasionally force a hard restart but most often it would recover after a second or two of craziness.......
fraps would be what your after in terms of screen capture although you would need the paid for version (iirc its about £25) and a really big hard drive to record to if its a periodic but irregular issue (based on my personal experience)
personally my first thought would be to enable error report logging and check the log files to see what pops up at the same time period as the problem occurs on screen, if the problem is related to crazy paving effect or random colour blooming it would indicate a gfx card vrm fault (had a few in the last few years)
just as an idea it might be worth getting them to describe the problem to see if someone has also experienced the same thing and can give you a pointer, unless your sure the problem is the individual rather than the hardware that is ...I was getting fuzzy view and swirly text occasionally occurring over the last few months which it turns out was because I needed to wear glasses ....
