Repeated failure of installing Update KB3197954 for W10 Cumulative update for V 1607!

One of my PCs at home (totally TWO desktops and two laptops) has been failing to install "Cumulative Update for W10 Version 1607, i.e. KB3197954, REPEATEDLY over several days now. It would complete the download of KB3197954 and then rebooted the PC trying to complete the installation! It then followed by a prompt that KB3197954 on the desktop that the update failed. This is happening on W10's "Update & Security" Menu. I was trying to "uninstall" it and started from fresh, but couldn't find the associated file and HOW to do it.. However it did install previous Update for W10 Vers 1607, i.e. KB3199986, successfully though!
So my question is:
1) Failing to install this KB3197954, the probable reasons?
2) Would it BLOCK me from having any furthr new W10 Updates install?
2) Is this KB3197954 essential and MUST be installed for stability and security reasons etc ? If YES, how to do it in my case?
Otherwise my PC currently is functioning Normally and this is hard to judge!!!

1. It's an 827MB cumulative update. Any number of things can go wrong.
2. No one but Microsoft can say for sure. However, not installing KB3197954 may cause an 827MB file to be downloaded every time you run Windows update.
3. You can make life easier for yourself and the update process by downloading the offline bundle. http://www.catalog.update.microsoft.com/Search.aspx?q=KB3197954
Before you click setup, uninstall any 3rd party Anti Virus 'solution' you might be using - Merely disabling is not always enough.

Is the system just windows 10 or is it multiboot? The update installed fine with W10 in a virtual machine but, as expected, failed and uninstalled on a GRUB triple boot - though it does boot Linux from an extended partition. For that system I usually change to a W10 only boot and repair GRUB after installation.

It is W10 only and NO multi-boots. It has been working fine and updated itself in accordance with MS W10's updated on-line schedules UNTIL this 28-10-2016, where it started to record "failure" of completing the installation of Cumulative Update KB317954 even in multi-attempts! It was its FIRST time of doing that and hence my I posted of help!!

I will try your suggested way of "re-installing" the Cumulative W10 Update KB3197954 by downloading it directly to my questioned PC from the LINK provided by yourself this weekend! However I do have ACTIVE 3rd Party Anti-Virus Protection (i.e. Avast) protection on-line and Malwarebytes for Scanning only though. I just feel a bit uneasy of "unstalling" my said protections PRIOR to clicking the KB3197954's SETUP/INSTALL button! Mind you the W10's Windows Defender App. should "kick-in" automatically AFTER I unstalled Avast, shouldn't it???

No need to uninstall Malware bytes.
I would definitely be uninstalling Avast, as it has many low level hooks into the OS and has a history of interfering with things. You can always reinstall Avast after the update is complete. You need to check Windows Defender is re-enabled - I have found some 3rd party AV packages leave it disabled after they are uninstalled. If you are really worried about it, carry out the update using the 'offline' bundle, with the PC disconnected from the network.

The MS's LINK you provided leading to TWO sets of files, one appearing for W10 64x Cumulative Update for KB3197954 (memory size about 827.4 MB) and the other is just for W10 Cumulative Update for KB3197954 (memory size about 443.6 MB). I guess the 64x one is meant for 64-bits M/C while the other is for 32-bits M/C then, is it correct?
Do I need to find out in W10 what versions, i.e. 64 bits or 32 bits I have installed within my W10 M/C prior to downloading the "correct" KB3197954 files?

In the early days of Windows 10 it was a bit flaky. I went through about 5 cumulative updates that failed to install until Microsoft corrected their error and brought out one that succeeded. Assuming you are not alone in experiencing a problem then all the computers that fail to install this update should report this failure back to Microsoft. So Microsoft should, eventually, sort the problem out. My advice is that you sit tight and wait for this to happen, at least for a month or two.

Yes. Right click the Start button (now a window icon), select 'System,' half way down the page is the 'System type' which will be 32 or 64 bit. IIRC, the 64 bit update will fail to install on 32 bit Windows and vice versa. But best to download the correct update.

Very bad news for me, I'm afraid! I have just tried mssystems's recommendation by
1) making sure that I uninstalled "Avast" from the program Feature and rebooted., Then Windows Defender is already auto-reactivated after rebooting. I updated its Definition File as well.
2) Downloaded the complete off-line version of 32-bits KB3197954 (as my problemtic PC required that) from the MS Link provided and rebooted again.
3) Did Virus-Checks with Defender and Malwarebytes respectively. Then double-clicks on that dowmloaded 32-bits KB****954 file, letting it to show "Window Update Standalone Installer" activated. Then it droped a "bomb-shell" that the Update for Windows(KB31979954) is already installed on this computer and closed. Obviously the installer has found the previous traces of the FAILED version of KB3197954 in my PC.
What I should do then!!! It sounds like logically I would need to "cleaned-up" my PC to get rid off ALL related traces of the previous KB*****954 files/codes BEFORE this off-line installer can be run, I'm so frustrated!! I have even gone to "Install History" just to find out that NO record of the KB3197954 has ever been recorded there. Then HOW I could remove/uninstall the KB****954 file?
Just it is so confusing!!

See my earlier reply. You need to wait patiently, possibly for quite a few weeks. The lack of the latest cumulative update is not likely to do you any harm.

Yeah, you could be right! However it is a PAIN to have these "auto-attempts" in my W10's "Update & Security" menu always trying to download and update this WB3197954 files itself, despite it always failed at the end. Although I could have disabled this W10 "Auto-update" under "Update & Security", however that would stop ALL auto-updates, including the preferred updates that I wanted as well!

I previously said that: "I could have disabled this W10 "Auto-update" under "Update & Security"reviously said that: ". That is "untrue" in that I couldn,t do it! I'm now having another "Cumulative Update for W10 Version 1607 failure (KB3200970) EACH time I switched on my affected W10 PC!
Is there ANY way to temporatly "remove/suspend" this nightmared, targeted, W10 Auto-update such that it stops these repeated "downloading" and "rebooting" of my affected PC (it has been do that EACH time I switched on my affected W10 PC???
