Anyone know what these are attached to the telegraph pole outside my house?

There are 4 little circular dishes - 2 directed upwards and 2 horizontal.

Looks like they are connected to the black box above with writing on. Not sure what the writing says. Could be TTCKV???

Any ideas?

Regarding the 'circular dishes' as described by @Anonymous AFAIK they're for fibre cable strain relief.
