Ports, why is everyone blocked?

Every port I attempt to use on uTorrent, comes up as being blocked.
I've been inside my router numerous times, following internet guides on forwarding, coupled with my own knowledge as a network technician.
And on 2 different routers. The one provided by PlusNet (BT Voyager 210) and a friends (Speedtouch 585 v6).
But every damn port comes up as being blocked.
Is it because I have gone over my monthly usage? if not, can someone please explain what is happening.
I even took my computer over the road to a neighbours house who is on AOL, ports opened fine.
So it must be PlusNet by my logic.

Have a look at what your broadband firewall is set to here https://portal.plus.net/my.html?action=firewall if it's on 'high' that will be your issue.

Nah mate it's set to "Off"
I found that option and by default it was on "Medium" so I was made up thinking I had found the cure lol.
But no it wasn't to be, ports still appear blocked at all times, even during off peak hours (0:00 - 8:00)

Sorry just seen you said you've gone over your usage - think that blocks all P2P traffic.

It's probably because you've gone over your monthly usage:
From this page, paragraph 11.
"If you've fixed your monthly usage allowance and then use all of this, your broadband speed will be restricted to 128k at all times, until the end of the billing month. Access to binary usenet, peer to peer and external FTP will also be blocked."
However, check here to make sure that you've not activated Safe Surf and blocked P2P.
