Package priority tool?

Hi, there used to be a tool on here which i can't remember the name of that allowed users to monitor the packages on their line to see what priority they were being given so as to see if things were working as they should be. I'm having trouble with speed and i'm trying to find this tool again, do you still do it? If so, can you provide a link to it please. Thanks

Wireshark is a protocol analysis tool that records every packet transmitted by your network card, downstream and upstream. If you are into watching paint dry maybe watching this could be described as fun.  Grin
