Got a laptop here with the PC Protection scareware virus
Won't even go away in safe mode
Screen blank - no icons
Task manager disabled in normal and safe mode
Window + R disabled in both modes
any ideas ?

Obtain a USB disk caddy suitable for the drive type.
Remove the hard drive (usually easy in most laptops) and connect via the caddy to a "known clean" PC.
Scan at the most thorough level with several different antivirus products.

Got it sorted - booted of a winternals disk and was able to do a system restore.
Running malwarebytes scan now

SuperAntiSpyware has some useful features, including the ability to undo settings changes like Task Manager disabled. However hopefully the System Restore made that unnecessary.
