Locking tabs in IE

I very rarely use IE but while I'm using it to see if the same issue affects it (see Viistor's survey: Google)  that have been affecting FF I wondered if there is a way to 'lock' tabs so that clicking on a link will force a new tab to be opened a la FF?
And what about Chrome?
