I should have done the rounds in the local pc shops before I ordered a replacement for my dying current Hanns-G 19inch 1280 x 1040 to try out LCD's in store. So decided that due to the old one lasting so well I went for another Hanns-G, but couldn't find the same or similar model in my price range, so went for the Hanns-G HL195ABB 18.5 inch with 1366 x 768 native resolution.
On first look it Feels like a 17inch not 18.5. From what I have been used to, I loose a fair bit of height from the displayed screen going from 1040 too 768, which the extra width doesn't make up for.
So i then start checking refresh rates and on its native size 1366 x 768 it can only do 60hz, eye strain hell. So I start trying lower resolutions and finally find 75hz but only once I use 1152 x 864 or lower, which are just as bad as the native on 60hz
Its a lemming, so 14 days to decided if to return it

Virtually all LCD monitors are 60Hz only and I haven't seen flicker problems
Personally I wouldn't go for any monitor with anything less than full HD 1920 x 1080 although my present one is 1680 x 1050 22" which gives me the screen depth without the extra width
A quick search on Amazon gave quite a few options from about £100

A personal opinion but this one http://www.amazon.co.uk/BenQ-G2222HDL-21-5-inch-Widescreen-Back-Light/dp/B002UJ31A0/ref=dp_cp_ob_com... is a great buy while stocks last.
I've had one of these for a good time now and am delighted with it as a lower priced monitor.
It's a bit 'plasticy' in the casing and stand but the display is quite stunning for the price (if you look around you can currently beat the Amazon price too).

LCD's work differently to CRT so having a 60hz LCD is different to having a 60hz CRT, you won't get the same effect which can cause eye-strain, headaches and the like no matter how low the refresh rate is. With an old CRT 50hz would be unbearable but not an LCD.
Personally I use a Viewsonic VX2268wm which has 120hz refresh rate but that'd due to 3D (the specs split the signal 60/60 so 60hz goes to 1 eye, 60 to the other, very clever). There are advantages to having a high refresh rate, things are smoother, but there is no disadvantage to a low refresh rate.

I have one of these on a carrier winging it's way to my door. It has some excellent reviews being a lower priced IPS panel.
It's replacing an ageing 19" monitor.

I have to agree with walker23 on this one, that is a fantastic buy, well worth the money if you can get one before they run out.
