You'd still need an actual PC somewhere - perhaps based on an Epia mobo.

Don't be put off by being locating in Hong Kong, mine arrived about 4 days after I ordered it, although allow £20..£30 import duty.
It is very easy to hook up a PC to one of these -

I saw a car with something similar, whilst we were parked on the M1 recently.

Also don't use spinning hard drives - they don't like shocks and bumps a great deal. Use solid state hard drives instead (more expensive but shock resistant as they have no moving parts).
