IE7 crashes with add-ons enabled. How to remove add-ons when add-ons disabled?

Hi, I'm helping someone sort out their PC (Windows/XP SP3) after a less-than-helpful visit from his grand-daughter Angry
When starting IE7 normally, there is a pause and then it crashes.
If starting IE7 with no add-ons, then it works OK. However, in this mode there is no 'manage add-ons' listed in the IE Tools menu, so we can't get a list of add-ons and remove bad ones.
Anyone know another way to selectively disable/remove IE7 add-ons?

A lot of the add-ons will have an entry in add / remove programs.
If you have google toolbar installed I would remove that as it is known to cause issues.
