IE11 pop up behaviour

My wife will only use IE and she also has a customised homepage at http://netvibes.com. When you click a link in IE the link opens in a new page and the original page shows an error "Unable to open http... Please turn off your pop blocker.
Turning off the pop blocker makes no difference, On another machine with the same browser it works fine and the links open in new tabs. I've rolled back to IE10, and done a reset in the advanced settings but the problem still persists on the one machine.
I can't work it out as the website seems to work ok on all other  machines and other browsers  on this PC, and a clean version of IE11/IE10 doesn't solve it.
What else could be messing things up?
My wife is prepared to lie with it rather than trying a new browser ( which is the obvious solution)

Tested on IE9

Click the Big Green continue button and it takes me to their homepage
In Firefox 27.0.1

Re: IE11 pop up behaviour

Appreciate your help.
Netvibes allows you to create a personal home page based on RSS feeds. So the screen is made up of a number of Apps for each feed. When you a link it opens in a new window but you get the attached warning which is annoying

Re: IE11 pop up behaviour

It looks like the RSS feed to the
http://www.bbc.co.uk/news/uk=scotland-glasglow-w...
Is playing up for what ever reason
Use a known working browser that works & turn of the feed to the http://www.bbc.co.uk/news/uk=scotland-glasglow-w... & see if the message re-appears

Edit:
Are you able to paste the full http://www.bbc.co.uk/news/uk=scotland-glasglow-w... URL for testing

There's nothing wrong with the URL.
