IE Add-ons disabled

Recently reinstalled windows and updated via the Microsoft website including installing IE7.
At the top I have Add-ons disabled. To enable them I have gone to Tools, manage Add-ons only to find the option greyed out!
Any ideas on how I get get this switched on to enable add ons?

What you have done should work. Are you running the right IE? There is an option in the start menu to run it with no add ons

Problem with Tools , Manage Add ons, is that I can't select it. Also when I open IE it opens with a page title "Internet Explorer is currently running without add-ons". Further down the page it states to close IE and reopen again. But of course no different  Angry
On the Start Menu IE appears with No add ons in brackets!
Version I am running is 7.0.5730.13

Its as I said you are loading IE without add ons this is for debugging etc. You need to load it with the full options click on IE normally in "C:\Program Files\Internet Explorer\iexplore.exe" it should run then in full mode.
You are actually running iexplore.exe -extoff
It should be on the menu anyway or try quick launch bar
