Just checked lead for HP laptop that I purchased 2 weeks ago.
Mine is also LS18 so not affected.

Replacement cable arrived today and, amazingly in my view, the enclosed note said to chop the old cable in two before putting it in the bin. So, we've gone from a potential risk based on a few dozen issues out of thousands of leads to a very real threat to every single one of them by making them in to a lethal electrocution device. Obviously just putting the old one in the bin is insufficient to stop someone retrieving it, so they recommend intentionally making it very dangerous if they do!

That might be just as bad given there'd still be bare wires revealed. I don't think there's any way of safely, yet easily, irreversibly disabling a mains lead. Snapping the pins off would work but that might be too much to ask of the general public.  Throwing it away as-is is the only practical way. Obviously they thought different though.
