Group Policy "Save as PPT" does not work

Hi all
We're in the midst of a new desktop project that will include MS Office 2007. We changed the default file format (when saving etc...) for all Office apps from DOCX/XLSX/PPTX to DOC/XLS/PPT respectively.  Both Word and Excel now save their files to the .DOC and .XLS file format respectively as desired.  However, PowerPoint  insists on saving to PPTX by default.  We can manually change to PPT for each presentation but this is tedious and should not be happening in any case. We have "Enabled" the Group Policy setting User Config > Admin Templates > Microsoft Office PowerPoint 2007 > PowerPoint Options > Save > Default File Format
and selected "PowerPoint 97-2003 Presentation (*.ppt)", rebooted the machines in question, ran an rsop.msc to confirm the Group Policy setting is effective on the local machine but PowerPoint still defaults to the PPTX file format.
We've searched the web to no avail.  Any ideas please?
