I was suggesting that "they" would archive content if they could - but they can't.
Hence, they have to be satisfied with dates, times, destinations of as much traffic as they can get hold of.
I would suggest that if sufficient people transmit random emails to non-existent destinations (i.e. become spammers) then the real communications may become lost in large amount of noise.
Of course that would be bad news for Plusnet.

I thought the proportion of Spam to real e-mails was already at a level to achieve that

AFAICT all the EU directive is really asking for is an extended syslog. I remember reading somewhere a while back that smaller ISPs would be exempt too (although that would all depend on the definition of 'small'). Either way, they're not really asking for ISPs to retain information on any of the interesting stuff. It's more the times, dates and recipient/sender info of telephone and email transactions. They'd need to apply for a copy of this information too (a bit like the RIPA requests we get already from some arms of the law).
The whole thing seems a bit pointless tbh as it wouldn't be too hard to circumvent.

Someone posts something like:
Now that AOL and Yahoo have said they are going to charge 1c per email (see http://news.bbc.co.uk/1/hi/technology/4684942.stm), can Plusnet confirm that they will never charge for emails?

How silly - why don't I just arrange to infect a load of Windows bots to send my email for me?
The spammers will still use Yahoo accounts to receive emails from any suckers out there.
