EXIF tag info in an image file

Bit of a long shot.
Is it possible to create the EXIF field in an image that was created using a non GPS enabled camera.
What software would I use?
(I've tried Microsoft pro photo tools)
(example of EXIF data shown on attached Irfanview screenshot)
Correction "Microsoft pro photo tools" can insert the co-ordinates, just zoom in on the map and drag the image to the map, then update and save.

@MJN:- FYI, East side of Cressbrook Dale looking south west, now a NNR, image was part of an ongoing audit of old Mine workings (fenced off area in middle of image is an uncapped shaft)
