Right click re-cycle bin,
uncheck delete confirmation

Prevent Users from Turning off Delete Confirmation :
Click on Start and type in gpedit.msc
click to
User Configuration \ Administrative Templates \ Windows Components \ Windows Explorer
double click on Display confirmation dialog when deleting files.
- and enable it, so preventing people changing the previous

Not correct - they are still in the recycle bin it''s just the confirmation which is skipped so you don't lose the files
