Computer reboots on startup repeatedly

Running XP SP3 the computer gets beyond the Welcome screen and just as the desktop icons start to appear it reboots itself
I've hyad this problem before and solved it
This time those same methods wont work
I have tried running fixes in safe mode and I have tried running repair console from an XP setup disc
I tried option 1./ C<windows>: FIXBOOT
I also tried option 1./ C<windows>: Chkdsk /r
All fans work fine yet still the problem persists.
Can anyone please advise?

You seem to be having one problem after another.  Could be a faulty hard drive.  Could be a bad virus infection.  Could be any number of things.  It might help if you gave more background.  Are you always posting about the same computer?  How long since it has been working properly?  What have you done that might cause all these problems?

No I'm trying to fix it for a friend who is  illiterate when it comes to computer workings.
I( was aleaqdy thinking it may be the hard drive. Not sure how to tell
Its a bit difficult running a virus scan. I tried running AVG in safe mode but it asked for a licence key even though she says its the free version. Its not letting me install a fresh one in safe mode either.
I cant really figure out any moire history. Shes old and cant remember too well. It just seemes it happened when turning it on
I tried finding a restore point but there werent any

It sounds like a driver problem.
Have you tried disabling 'Reboot on System Failures' found in  System Properties / Startup and Recovery to see if an error message is displayed.
Also have a look at the event log by running eventvwr.msc.

Running chkdsk was a good idea but if there was a problem with the boot sector (that Fixboot would fix) you would not get anywhere near as far as the Welcome screen.
You cannot install AVG in Safe Mode and you won't be able to install it if there is another version already installed, so
Boot to Safe Mode
In the Run box enter msconfig
Under Services tick the box that says hide all Microsoft services then disable all the remaining ones.
Under  Startup disable all the startup programs
Restart the computer and see if it will boot normally now.
If so, run a virus scan.
By the way, if Strat is correct and this is a driver problem then this isn't going to work but it is useful to know.

Have a look in the system event log for clues, from "Run" or command prompt, type eventvwr.msc

before reading this I have removed the hard drive and put it in a caddy.
I ran a virus scan usung Bullguard which is installed on my main computer
It found the following in the log :

Actually, Round 2 looks to have removed ALL the viruses.  Different virus scanners use different names for the viruses they find so you need to look for these names in the Bullguard database.  But it really isn't important what the viruses were, what matters is whether the computer will start now you have removed them.  But before you test this, I suggest you try the Kaspersky online virus scanner whilst you are about it http://www.kaspersky.co.uk/virusscanner
Remember that  scanning the hard drive in the way you did will not remove any bad registry entries so you need to rescan when you get the computer going again.

Last virus scan shows all virus's gone from the system
I did what you said and I did what strat suggested
The problem still persists. after the welcome screen the icons all load up. Then there is a click coming from inside the computer and a blank screen. and nothing. No restart either
Back in Safe mode I found the following in error log

On the Start menu:  Right click on 'My Computer'  --> Properties --> Hardware --> Device Manager
This will list all of the Devices on the system - look for one (or more?) with a yellow warning triangle.

I cannot spot anything untoward in the error log.  Remember it is normal to get a lot of logged errors when you start in Safe Mode.  The bit of the error log you need to concentrate on is the bit that comes at the time just before your computer died.
My two chief suspects are:
A problem with your graphics drivers that kicks in when (or shortly after) the card/chip kicks out of VGA mode.
A virus which installs as a (non plug-and-play) device.
Have you tried starting in VGA mode (one of the F8 startup options)?  This is worth a try.

I'm a big fan of SuperAntiSpyware as it removes a lot of junk that others fail to find, particularly of the rogue security software type.  It is free so well worth downloading a copy and running a scan with that.
