Could somebody explain this
Someone lives in a bedsit they have an existing account for Broadband and phone.
They get a letter stating that there service is going to be terminated because someone else
wants the line.
A few days later they are cut off.
How can this happen?

BT can get it wrong and apply a cease on the wrong address/phoneline, so if you are the account holder of the phone line then phone them and tell them they made a mistake and double check the name and address.
But if your landlord pays for the phone line then, its up to him/her who gets to use it, if that is in the rent agreement. So double check what the rent agreement says.

I understand the letter was from Sky and the person has had their broadband & phone with them for over a year now.
apparently somebody else in the property wants his line and they have to let it go.
He ordered the line when he moved there
It doesn't add up.
Unless its the landlord. I will try and find out more info.
