Can't connect to FTP sites from fresh Server 2003 install

Hey all,
I recently got and old compaq DL360 server that work were disposing off and am setting it up at home.  I have installed Server 2003 fine but I can't seem to get out to FTP sites.  I know it's not a router issue cos my other PC has no problem on the exact same sites.
I assume it is some kind of security setting but I can't work it out.

Which server as there are 3 versions. Have you got it as a DC?
What happens when you try to connect and what software are you using and what mode?
If you open a cmd window and type ftp ip adress does this work?
Try pinging the ftp first can you reach it if you can get the ip from the ping and then try connecting via the ip instead of the name to eliminate  DNS

Is your firewall (if any) blocking Port 21? (That, I think, is the default FTP Port).
