Hi,
At home I have a win98 desktop with PIII 733 processor, 512mb ram, a 10/100 Network card and a 64mb graphics card.
MTU etc have been tweaked, the pageswap file has been optimised and I don't notice that the web browsing is noticibly slower.
I use Firefox, as I find it does perform better than IE.
I also regularly use SpyBot Search and Destroy to see if any spyware/adware has got onto the PC as that could make browsing slower.
Give your PC a check with Spybot and see if it finds anything.

That's a pretty high specification to run W98 - I expect it flies along!  Cheesy
(I've run XP-SP2 on worse without problems)

It also dual boots with Simply Mepis 7.0 as the other OS - that goes faster than 98.
Only slow part is startup, as I've got an Adaptec SCSI card that has a backup HDD and 2nd CD hanging off it. It just takes a bit longer for these devices to be checked.
It does run XP (I have seperate drive caddies that can I can swap to a different HDD containing another OS) but 98/Mepis are quicker to run - so I stuck with it.
