Broadband download security

I'm a new broadband customer and wanted to know if there is a way for me to let my oldest son use the broadband without letting have access to download what he likes as he is 17 and I can't be watching over his shoulder all the time . I want my other children to have access but with my oldest I dont want him to be able to download without me knowing about it first . He has his own notebook as he is at sixth form.

Don't think you can stop downloads from happening unless you are watching, However you can stop him visiting sites you don't want him on ( Stop him visiting sites where he downloads the most )
