The puzzle is if I right-click the Bluetooth icon in the System Tray the option 'Allow a Device to Connect' is greyed out.
If I then check Bluetooth Settings it has 'Allow Bluetooth Devices to Connect to this Computer' ticked.
My Android phone will pair with my PC but then says 'Paired but not Connected'
However I can transfer a file either way between the PC and phone
Is this normal or is the connection being restricted in functionality.

If you are lucky the USB device you have is based on a Broadcom chip and so you can try the drivers at the link below, this will do much more for you.

Bluetooth as such doesn't do much, it needs some applications software to use it. Effectively it's just a very low-level piece of (short) wet string.
For Android have a look at MyPhoneExplorer for example which supports a good mix of connection methods. http://www.fjsoft.at/en/ and/or the Android market.
I use it, though via WiFi to my W7 system as my Android phone is a bit old and the bluetooth support in it is pathetic.
I also have a bluetooth adapter but generally find no use for it, even though I can use it for a Nokia phone I have I find USB easier in that case.

Thanks for the link but I've already tried it and failed, presumably because the adaptor is not a Broadcom chip.

Probably my fault for buying a cheap adaptor without any included software.

Probably not, bluetooth as such is just the equivalent of say a USB cable (if that), and you seem to have achieved that.
You then may well need something that wants to use it sensibly, such as the software I noted.
What were you wanting it for anyway?

The Wii Controller is at its core a Bluetooth Mouse, so hopefully you should find it will work with the Win7 Bluetooth Stack.
@HPSauce, Bluetooth is much more than a USB cable equivalent. It sounds like your experience of Bluetooth products is based on products which likely were not really ready fro prime time, which is the curse all early adopters risk.

Someone I know has it set up and working so It's just a matter of 'acquiring' a Wii controller then getting it set up myself....thanks for the link

Depends what you add to it.
Quote it was originally conceived as a wireless alternative to RS-232 data cables
And of course, unlike USB it doesn't ever supply power to the slave device.
