Blocking IP addresses

I have a fixed IP address, and a server in the Philippines has been sending HTML requests to me every second for the last couple of months. I have configured my firewall to just drop the packets, but they are still persisting.
Is there any way of getting these IP addresses blocked higher up the network in PlusNet?
currently they are using 119.95.217.140, but they sometimes switch to other addresses, usually in the same 16 bit subnet.

Likelyhood is that it's a mmisconfigured system that's paying no attention to the response (or lack of),  which is wh your attempts at blocking it have had no effect.
An alternative approach is to direct the requests to a tarpit,  which usually has the desired effect once they've realised why their systems have slowed down dramatically.
